Taxman - Christian Whitehead - was originally most known for Retro Sonic and Sonic Nexus (which was also made by Slingerland, who I recall is also on the Mania team doing level design).

People do it, for sure, but for more hobbyist developers who don't want to learn Motorola 68k assembly and Sega Genesis graphical limitations and tile formats, it's much more appealing to make a Sonic game in a more modern engine where you can more easily implement your own art, music, etc. That's a lot harder to implement in a ROM hack. Sonic, I think, lives and dies much more by level-specific gimmicks and themes. There are some gimmicks here and there, but for the most part, you can make almost any Mario level you'd want out of what already exists in a Super Mario World ROM. That's how Mario Maker works, right? There are different backgrounds, different level themes, but the fundamental building blocks don't change all that much from level to level or even game to game. 2D Mario levels are ultimately all comprised of the same kinds of pieces, for the most part. I think the reason Mario fandom goes more towards ROM hacking and Sonic goes more towards fangaming (though make no mistake, there is a very talented Sonic ROM hacking scene) is because of differing game philosophies. Mario 'fangaming', for instance, is largely done via ROM hacking rather than making custom engines and whatnot. I think there are notable 'fangaming' scenes for other series, but they take different forms. I consider both some of the finest indie platformers ever! Now, this is just the tip of the iceberg, there's a lot more fan games and ROM hacks out there!
